Overcrowded Jails and Prison Reform Cartoon - John Branch/San Antonio Express-News #1556428 (License: Personal Use)

The black-and-white editorial cartoon depicts a massive, fortress-like state prison with a glowing “NO VACANCY” sign, while a small, bursting county jail spills inmates into its entrance. Two judges stand outside, one asking if state prisons should be kept from becoming overcrowded-underscoring the absurdity of the current system. Signed by John Branch for the San Antonio Express-News, dated December 1989, it reflects longstanding issues in U.S. corrections policy.
